Parymon Corp is proud to announce a new contract award supporting the National Oceanic and Atmospheric Administration (NOAA) Office of Oceanic and Atmospheric Research (OAR), Office of Chief Financial Officer.
OAR provides the research foundation for understanding the complex systems that support our planet. Through its work in climate, weather and water, ecosystems, and mission services, OAR advances scientific understanding that contributes to better forecasts, earlier warnings for natural disasters, and improved management of the environment at national and global scales.
Under this contract, Parymon will provide professional, technical, management, and analytical support to help OAR execute its mission and respond effectively to evolving government priorities, programs, and operational requirements.
Parymon's support spans three key areas:
Budget Execution & Analysis
Parymon will support budget execution and analysis through daily financial and programmatic data analysis, budget reporting, spend-plan development, budget briefings, and analysis of the impacts of program planning, project proposals, budget changes, and legislation. The team will also support reimbursable funds management, agreement tracking, financial tracking tools, travel processes, and process-improvement initiatives designed to strengthen internal controls and operational effectiveness.
Management & Organizational Development
Parymon will support OAR's management and organizational functions by reviewing operating practices, identifying opportunities for improved administrative and programmatic processes, coordinating responses to Government data calls, maintaining databases and tracking tools, developing briefing materials, and supporting effective communications and reporting across OAR laboratories and programs.
Policy & Congressional Affairs
Parymon will provide policy and congressional affairs support through daily monitoring and analysis of legislative proposals and congressional actions, research and preparation of draft responses to Members of Congress and Congressional Research Service staff, tracking of Government Accountability Office reviews, and review of congressional testimony and questions for the record. The team will also support policy analysis, strategic planning, and communication initiatives; conduct impact assessments of congressional actions and proposed legislation; track, analyze, and provide technical comments and drafting on legislation and congressional actions from scientific and policy perspectives; and prepare legislative plans, budget and programmatic analyses, fact sheets, talking points, briefing materials, and other products that translate OAR activities and scientific information for non-scientific audiences. Parymon will maintain technical familiarity with NOAA activities and services and support leadership with analysis and reporting related to supplemental funding initiatives, including the Disaster Relief Supplemental Act (DRSA), Bipartisan Infrastructure Law (BIL), and Inflation Reduction Act (IRA).
The contract also includes specialized environmental and scientific support through OAR's National Environmental Policy Act (NEPA) activities. Parymon will provide detailed technical reviews of NEPA compliance documents; coordinate with the OAR National NEPA Coordinator to identify and resolve internal comments; and support the development of programmatic Environmental Assessments by interviewing subject-matter experts, presenting technical materials in plain language, and using effective graphics, tables, and charts. The team will review and synthesize best-available science concerning the impacts of OAR activities, edit technical materials for clarity, content, grammar, and conformity with OAR and NOAA NEPA procedures, support updates to environmental compliance policies and procedures, and conduct data-driven gap analyses related to NOAA's Trust Resources Statutes. Work products will include draft written determinations, technical comments on OAR compliance documents, and programmatic comments addressing issues identified across multiple documents.
