Parymon Corp to Support NOAA Fisheries West Coast Region with Scientific and Technical Services

Parymon Corp will support the National Oceanic and Atmospheric Administration’s (NOAA) National Marine Fisheries Service (NMFS) West Coast Region (WCR) with scientific, technical, analytical, and regulatory support services focused on the conservation and management of Pacific salmon, steelhead, fisheries, and aquatic habitats. The effort will support WCR activities under the Endangered Species Act (ESA), Magnuson-Stevens Fishery Conservation and Management Act (MSA), National Environmental Policy Act (NEPA), and other federal authorities.

The work will provide scientific analysis, regulatory document preparation, technical assistance, and coordination supporting NMFS interagency consultations and environmental assessments. WCR works with federal, state, tribal, and local agencies and other stakeholders to evaluate potential impacts to protected species, fisheries resources, and critical habitats and to develop science-based approaches to complex ecological issues.

Regulatory Science & Technical Support

Parymon will provide scientific and technical support for interagency consultations, including reviewing and synthesizing biological and technical information, evaluating proposed project effects on fishery resources and protected species, and preparing ESA Biological Opinions, Letters of Concurrence, MSA responses, NEPA documentation, and ESA Section 10 materials. Support will also include reviewing biological assessments and permit applications, providing pre-consultation technical assistance, and incorporating agency, tribal, state, and public review comments into final documents.

Fisheries Management & Scientific Analysis

Parymon will support scientific analyses associated with harvest and hatchery management frameworks for ESA-listed salmon and steelhead populations in Puget Sound, the Columbia River, and California. Activities include evaluating proposed fishery and hatchery management strategies, conducting trend analyses and risk assessments, and supporting implementation activities associated with regional and international salmon management agreements.

ESA & NEPA Documentation

The team will contribute to the development and review of ESA effects evaluations and determination documents, as well as NEPA Environmental Assessments and Environmental Impact Statements. Work will follow NMFS internal review and quality assurance procedures and incorporate technical input from NMFS staff, General Counsel, tribes, states, and other project stakeholders.

Hatchery & Genetic Management Plan Support

Parymon will also provide scientific writing and analysis supporting NMFS review of Hatchery and Genetic Management Plans (HGMPs) throughout the Pacific Northwest. Services include drafting and editing ESA and NEPA documents, evaluating the effects of hatchery programs on ESA-listed salmon and steelhead, responding to public and internal comments, and supporting technical presentations and meetings.

Interagency Coordination & Technical Communication

The effort will require close collaboration with NMFS staff, Science Center researchers, fish passage engineers, state and federal agencies, tribal partners, and other stakeholders. Parymon will support technical meetings, project coordination, consultation tracking, administrative records, technical presentations, and communications related to scientific and regulatory findings.

Through this support, Parymon will help NOAA Fisheries advance scientifically sound regulatory analysis, environmental review, and fisheries management activities supporting Pacific salmon, steelhead, aquatic habitats, and other protected resources across the West Coast Region.
